The rebuilding of San Francisco after the 1906 earthquake was funded by mayor Edward Taylor imposing Land Value Tax which avoided having to tax earned incomes and minimised the costs of reconstruction. Taylor was a friend of Henry George.
The elephant in the room is what will be the class nature of the subsequent goverment! Currently, through all manner of intimidation and threats there is no room for creativity and innovation. The US empire wants a docile, obedient client state, which would be incompatible with the kind of innovation proposed here.
Nice piece of work! I do think the description of Assessment Techniques could be tightened up to note that land value is what the site would be worth if vacant, and improvement value can be negative if redevelopment is appropriate. Ted Gwartney probably can provide better phrasing.
Also, I am completely ignorant of the costs of cleaning up and making land ready for use after a modern conflict.
